Complete Performance Work Statement detailing all technical requirements for IT portfolio management, data analytics, and optional prototyping services.
Overall Scope
The contractor shall support DASN(P) staff on matters related to the development and management of the DON ACQ LOB Manager, information technology (IT) system portfolio, application portfolio, and database portfolio; development and dissemination of IT Portfolio Management (PfM) policy and initiatives; supporting the DON Investment Review Board Working Group (IRBWG) with Organizational Execution Plan (OEP) Annual Defense Business System (DBS) Funding Certification; acquisition and contracting policy interpretation and implementation; coordination of changes in acquisition and contracting legislation; conducting studies and analysis in contracting and acquisition areas; execution of the Procurement Performance Management Assessment Program (PPMAP); business process reviews; and provide analysis and support in the area of contractual services and category management.
Performance Location
Anywhere in the continental United States, with ability to travel to Pentagon, Washington, D.C., as required.
Level of Support
Secretariat-level support with commensurate expertise and personnel.

Operationalize and tailor validated AI-DDSF components to enhance acquisition decision-support and data analytics.
Section 3.2: DON Acquisition LOB Manager and IT Portfolio Management Support
This section encompasses comprehensive support for DASN(P)'s role as DON Acquisition Line of Business Manager. All deliverables must be drafted at the General/Flag Officer and Senior Executive Service (GO/FO/SES) levels.
